# Google Consent Mode v2 for small businesses

Since March 2024, Google has required sites running Google Ads or Analytics in the EU to pass a visitor's consent signal through Consent Mode v2, and without that signal part of the advertising and measurement features simply switch off or degrade for EU visitors.

Technically, the consent banner sends Google's tags two signals, whether advertising and whether analytics are permitted, and Google's scripts adjust their behaviour to those signals instead of simply being fully blocked on a decline, falling back on modelled and aggregated estimates rather than real data.

Without Consent Mode configured, even if the banner honestly blocks Google's scripts until consent, conversion tracking in Google Ads and remarketing lists for EU visitors can run incorrectly and undercount real conversions.

Two setup modes exist. Basic delays loading Google's scripts entirely until consent, Advanced lets scripts load earlier in a restricted, cookieless mode. For most small business sites, Basic through whatever consent management tool is already in use fits.

In practice, what matters is that the consent banner actually sends the right signal that the gtag or Google Tag Manager setup listens for, since a banner that blocks Google's scripts but never fires the consent update event leaves Consent Mode effectively unconfigured, even if the banner itself formally meets requirements.

This is a requirement from Google's own platform for its advertising tools, not a standalone GDPR obligation, it sits on top of the existing duty to get consent through the banner, covered in a separate text on cookie banners.

Setup can be checked the same way as embedded scripts, opening the browser's network tab and confirming the consent update call to Google fires before any measurement request.

After a correct setup, analytics and conversion numbers usually look lower than before, and that is not a malfunction but an honest report of what is genuinely measured only with consent given, the same logic already covered in the text on measuring enquiries without full consent.

The exact setup of Consent Mode depends on which consent management tool and which version of Google Tag Manager a specific site uses, so it is worth checking after any update to the banner or the tags.
