Five signs point toward a rework costing less than a full rebuild. The page structure broadly still fits, the contact form works, text just needs updating rather than a full rewrite, the design looks dated but does not get in the way of using the site, and the CMS still receives security updates. Four signs make a rebuild practically unavoidable. The CMS no longer gets updates and carries known vulnerabilities, adding an ordinary page needs code changes, the site does not render correctly on a phone, and the structure no longer matches what the company actually sells today. An outdated CMS with no new security updates eventually turns from an aesthetic problem into a technical one, since known vulnerabilities stay open, and sooner or later the site gets found not by a customer but by an automated scanner hunting for someone else's weak spot. Load time and the mobile version often decide the question separately from design. A slow site on a phone loses part of its visitors before they have even seen the offer, and that does not get fixed by a new colour scheme. Accessibility requirements give another standalone reason to decide, since an old layout was almost never built for keyboard navigation and screen readers, and retrofitting those requirements into old code is often harder than building them into a fresh one. A rebuild keeps text that has held up over time, photos of sufficient quality and, most important for visibility, page addresses, as long as no real reason exists to change them. To avoid losing search rankings during a move, every old address has to redirect to its new one rather than to an error page, and that rule applies to every page, not just the main sections.
